"The Constitution of the United States contains a preamble and seven articles that describe the way the government is structured and how it operates. The first three articles establish the three branches of government and their powers: Legislative (Congress), Executive (office of the President,) and Judicial (Federal court system). A system of checks and balances prevents any one of these separate powers from becoming dominant. Articles four through seven describe the relationship of the states to the Federal Government, establish the Constitution as the supreme law of the land, and define the amendment and ratification processes."     U.S. Archives

Article I
"Article I assigns the responsibility for making laws to the Legislative Branch (Congress). Congress is divided into two parts, or "Houses," the House of Representatives and the Senate. The bicameral Congress was a compromise between the large states, which wanted representation based on population, and the small ones, which wanted the states to have equal representation."     U.S. Archives

      The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof, for six Years; and each Senator shall have one Vote. Section 9- 2280 - 101-109-

It lays down rules for electing the President (through the Electoral College), eligibility (must be a natural-born citizen at least 35 years old), and term length.       The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors. >

Article III
"Article III establishes the Judicial Branch with the U.S. Supreme Court as the federal court system's highest court. It specifies that Federal judges be appointed for life unless they commit a serious crime. This article is shorter than Articles I and II. The Federal Convention left much of the work of planning the court system to the First Congress. The 1789 Judiciary Act created the three-tiered court system in place today."     U.S. Archives

      The Electors shall meet in their respective states and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves; they shall name in their ballots the person voted for as President, and in distinct ballots the person voted for as Vice-President, and they shall make distinct lists of all persons voted for as President, and of all persons voted for as Vice-President, and of the number of votes for each, which lists they shall sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate; -- the President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted; -- The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President, the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice. And if the House of Representatives shall not choose a President whenever the right of choice shall devolve upon them, before the fourth day of March next following, then the Vice-President shall act as President, as in case of the death or other constitutional disability of the President. -- The person having the greatest number of votes as Vice-President, shall be the Vice-President, if such number be a majority of the whole number of Electors appointed, and if no person have a majority, then from the two highest numbers on the list, the Senate shall choose the Vice-President; a quorum for the purpose shall consist of two-thirds of the whole number of Senators, and a majority of the whole number shall be necessary to a choice. Long regarded as the leading work on the development of English law, the Commentaries played a significant role in the development of the American legal system and in the education of generations of aspiring lawyers. Courts, including the Supreme Court, have long cited Blackstone's Commentaries when discussing what the Framers had in mind when formulating the Constitution. Written by Philadelphia lawyer William Rawle (1759 - 1836) and published in 1829, this nearly-forgotten book is an insightful treatise on the Constitution from the perspective of a Federalist (appointed second U.S. District Attorney for Pennsylvania by President George Washington in 1791, served until 17991, prosecuted Whiskey Rebellion participants in 1795 who witnessed both the Revolutionary War and adoption of the Constitution and practiced law during the first four decades of the Republic. The book is noted for openly discussing --and defending-- the right of a State to withdraw from the Union 30 years before the secession crisis that led to the Civil War. Mr. Rawle was a founder and first president of the Historical Society of Pennsylvania, president of the Pennsylvania Abolition Society, and a 40 year trustee of the University of Pennsylvania.2
